The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are delivered from various governments. Immense energy is expended on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability provided through current data. From observation points, military aircraft that had been dispatched to counter approaching guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, most likely delivered by Western nations. Every firing shakes the surroundings, causing tremors. The brief panic quickly gives way to grim resignation: maybe the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun opened up on a drone close by, part of a mobile-fire group – probably Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv greeted the morning news: seven people killed, destruction and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on international aid – a reliance that regional partners are evidently unprepared to substitute in the near term.

Unsuccessful Negotiations

The comprehensive proposal from Washington sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, endure.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is impossible to force Russia to surrender the territory that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does minimal to deter Moscow, through diplomacy or military means, from believing that the current condition will not shift further in its favour in the months ahead.

Opposing Positions

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a complete military breakdown until circumstances change in its favour.

Present Conditions

Objectively, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a mere seven days to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.

While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
